Essex Chambers of Commerce Launches Bold New Skills Plan to Power Growth, Jobs & Opportunities

The future of skills in the county has taken a major step forward with the launch of the new Greater Essex Local Skills Improvement Plan (LSIP) 2026-2029. Essex is one of 39 areas targeted nationally for the mandated programme of work laid out by Government. Fronted by the Essex Chambers of Commerce this plan is a business led blueprint designed to tackle skills shortages, boost productivity and create a workforce ready for the opportunities of tomorrow.

Developed through extensive engagement with employers across Essex, Southend-on-Sea and Thurrock, the LSIP puts businesses firmly in the driving seat, ensuring education and training provision better reflects the skills employers need now and, in the years, ahead.

From soft life skills to digital & technical competency and workforce development, the plan sets out a clear vision to help employers find, develop, and retain the talent they need to grow.

Ruth Gilbert, Chief Executive Officer Essex Chambers of Commerce, said:

“From the early stages of development on our Local Skills Improvement Plan, the Essex Chambers has ensured the process has always been business driven and employer led. It is imperative the skills landscape in the county meets the needs of the local people to find employment and equally to get employers the skilled workforce they require.

“The launch of the 2026-2029 skills plan is a significant moment for Greater Essex. Employers have told us what they need, and this plan turns those conversations into action.

“Our economy is changing rapidly. Businesses need access to the right skills to innovate, compete and grow. The LSIP creates a stronger connection between employers and education providers, ensuring people can access training that leads to real jobs, real careers and real economic development.

The Local Skills Improvement Plan has been shaped by employers of all sizes and sectors, alongside colleges, universities, training providers, local authorities and key partners across the region. The plan directly addresses the way that apprenticeships, work experience, V&T Levels, along with more traditional A Levels, and degrees are planned out and connected to the world of industry.

“The Local Skills Improvement Plans give areas a clear roadmap that will help create better skills for better jobs all across the country.

“These LSIPs, alongside the emerging sector jobs plans and the other stakeholder dialogues we are having, is helping us build a much better picture of the skills needs throughout the nation.

“Skills England is excited to play a key role in that journey, so that employers and learners can benefit in local communities.”

Jacqui Smith, Minister for Skills said:

“For too long too many people have been locked out of opportunity, and businesses have struggled to recruit the skilled staff they need to build their workforce.

“Local leaders have a unique insight into the skills needs and opportunities in their area, which is why we are putting them in the driving seat to support their community.

“Our reforms, including to the Growth and Skills Levy and the Youth Guarantee, will build a workforce prepared for the demands of today as well as the jobs of tomorrow.”

The launch marks the start of the next phase of delivery, with partners across the region working together to implement the priorities identified by employers and ensure the skills system remains responsive, agile and future-focused.

At a time when businesses face growing challenges around recruitment, retention and productivity, the Greater Essex Local Skills Improvement Pan provides a roadmap for developing the talent pipeline that will drive long-term prosperity across the region.
