| HMRC Targets E-Commerce Supply Chain
Are you a Freight Forwarder, Customs Clearance Agent, Warehouse Operator or a Fulfilment Service Provider?
If so, you may be aware that the Government is tightening rules on the supply chain which will impact on you.
If you are involved in the UK e-commerce supply chain as a warehouse operator, fulfilment service provider, freight forwarder or customs clearance agent, handling goods imported from outside the EU, you could be targeted as part of a campaign to tackle VAT avoidance.
The Government is intending to impose the following:
· Appointment of UK VAT representatives, to be held accountable for overseas operators’ VAT payments here. In this way you could become liable for VAT payments if imported goods are incorrectly declared or false/insufficient VAT numbers are used.
· Registration of Fulfilment Houses, with onerous and expensive due diligence rules to be complied with. Failure to comply would result in civil or criminal liability.
There are concerns that this could represent a first step to a redrawing of the scope of due diligence, which could leave those in the e-commerce supply chain liable for unsafe products passing through their warehouses.
Results from our recent survey suggest that awareness is needed on this topic. At our breakfast meeting you will be informed and guided about these legislative changes which will fundamentally alter the way in which we do business with non-EU traders and suppliers.
